About the Author
Dr. Shandra Terrell Williams is a thoughtful and remarkable woman who is deeply concerned about all people.  She continues to seek ways to empower and improve lives.  Dr. Williams was raised in rural, Tallapoosa County, Alabama.  At three years of age, she started attending the Smith Head Start Center until she started the first grade at Reeltown High School.  She graduated from Reeltown High School in 1980.  Later, she graduated from Wilmington College in Delaware with a bachelors degree.  Dr. Williams returned home to Alabama and completed a masters degree in education from the historic Tuskegee University.  It was at Tuskegee where she received strong encouragement to pursue a doctoral degree at the University of Minnesota where she graduated in 1998.  Her mother, Hattie Pearl Robinson Terrell spent more than 30 years as a teacher, director and social worker with Head Start.  The Head Start program has always been a strong influence in their lives.

Teresa Allison is currently an Information Technology Specialist (Policy & Planning) in the Office of Information Resource Management at the US Agency for International Development (USAID). Allison serves as part of a four-member team that formulates, justifies, executes, and manages a budget of over $60 million in IT investments that includes the acquisition of hardware, software and consulting services. She drafts narratives and justifications for the agency’s IT Cost Center and Capital Fund budgets. Allison also coordinates business case development for USAID’s nearly $20 million in major IT capital investments including Enterprise Architecture, Financial System, Procurement System, Infrastructure, E-Government and Legacy Systems projects. In addition, she has developed and maintains a budget document repository for documents that are utilized in planning, tracking and managing the budget.

Allison graduated from Carnegie Mellon University H.J. Heinz School of Public Policy with a Master of Science degree in Public Policy and Management specializing in Management of Information Systems. She pursued her undergraduat
